Most families access Kids Care Inc.’s EIDBI services through Minnesota Health Care Programs, and many private insurance plans also cover autism-related care. Our team can help you understand your options before you begin.
Minnesota Health Care Programs

EIDBI coverage through Medical Assistance & MinnesotaCare

Early Intensive Developmental and Behavioral Intervention (EIDBI) is a Minnesota Health Care Programs (MHCP) benefit that covers autism spectrum disorder services — including many of the programs we offer — for eligible children and young adults.
Who qualifies for EIDBI?
To be eligible for EIDBI services, a child generally must:
Have a diagnosis of autism spectrum disorder (ASD) or a related condition
Have completed a CMDE that establishes medical necessity for EIDBI services
Be enrolled in Medical Assistance (MA), MinnesotaCare, TEFRA, or another qualifying Minnesota Health Care Program
Be younger than 21 years old
How the process works
Coverage under EIDBI generally follows this order:

CMDE Assessment — establishes medical necessity and diagnosis

Eligibility Confirmation — we verify enrollment in a qualifying health care program
3
Individual Treatment Plan (ITP) — built from your child’s CMDE results
4
Ongoing Services & Billing — we handle billing directly with Minnesota Health Care Programs
Private Insurance

Coverage through private health plans

Minnesota law requires many health plans to cover the diagnosis, evaluation, and medically necessary treatment of autism spectrum disorder for children — including Applied Behavior Analysis and related developmental therapies — when prescribed under an individualized treatment plan.
A few important notes about private insurance coverage:
This mandate generally applies to fully insured group health plans regulated by the state of Minnesota.
Self-funded employer plans are regulated under federal law and may not be subject to the same state requirements — your plan documents or HR department can confirm which type of plan you have.
